FTC issues guidance for licensing boards
Addressing a U.S. Supreme Court ruling earlier this year, the Federal Trade Commission (FTC) issued guidance Wednesday explaining how licensing boards can regulate theirown professionals without violating antitrust laws. The Court ruled that state licensingboards made up of active members of the professions they regulate, such as practicing dentists, are not immune from antitrust laws unless they are actively supervised by the state. The Court went on to say the supervising agency is to have authority to veto the licensing boards’ actions. The Court ruled after the FTC challenged the North Carolina Board of Dentistry for prohibiting non-dentists working in mall kiosks from offering teeth-whitening services. The ruling affects all states’ licensing boards.
WVCHIP in for change
WV Medicaid requested WVDA distribute the attached notice that ALL dental claims will be transitioned to Molina Medicaid Solutions in early 2016. All providers will be required to enroll with WVCHIP using the current Medicaid Provider Enrollment and Application process by January 2016, according to the attached notice. Providers are encouraged to begin the enrollment process by completing the survey at https://www.surveymonkey.com/s/WVCHIPParticipationSurvey

The issue of WVCHIP transitioning to Molina and its affect on services and dentists will be discussed. As reported by WVDA, September 28, Medicaid is conducting seven (7) workshops around the State to update dentists and other providers on a variety of issues. These include provider revalidation, WVCHIP and claims processing, new Medicaid claims processing system, pre-authorization updates and a Q&A session. Workshops run from 9:00 am to 12:30 pm. Plan to arrive at 8:00 am to register.
